Background

Swee Loong graduated with double degrees, a Bachelor of Economics and a Bachelor of Laws from the University of Sydney, Australia. He was admitted to the Supreme Court of New South Wales, Australia as a Barrister-at-Law in 1990. Subsequently, he was admitted as an Advocate & Solicitor of the High Court of Malaya in 1991. Swee Loong commenced legal practice at Messrs. Shook Lin & Bok. In 1995, he joined Messrs. Albar, Zulkifly & Yap where he was admitted as a Banking & Finance Partner. Since December 1999, Swee Loong was inducted as Senior Partner for the Banking & Finance and Capital Markets practice groups at Albar & Partners. According to the annual Asialaw Leading Lawyers’ survey, Swee Loong was highly recommended for Banking (2008-2014), Capital Markets (2011-2012) and Islamic Finance (2012-2014). Additionally, he was listed as a “Leading Lawyer” by the IFLR Expert Guide series in Islamic Finance (2010), Capital Markets (2011), Banking & Finance and Transactional lawyers: for both Capital Markets and Islamic Finance (2012), Euromoney's Best of the Best for Islamic Finance (2013 and 2015).This year, he advised the said oil and gas services and solutions provider in a multi-currency Islamic Medium Term Notes programme of up to RM7.0 billion in nominal value (or in USD equivalent), which was the first Sukuk lodged with the Malaysian Securities Commission under the new Malaysian Guidelines on Unlisted Capital Market Products under the Lodge and Launch Framework 2015. In the past, Swee Loong also advised in a groundbreaking multi-million ringgit Musyarakah Mutanaqisah structure for the first foreign university campus in Malaysia, which won “Musyarakah Deal of the Year 2009” (Islamic Finance News 2010 Deals of the Year Awards) and “Top 10 Groundbreakers for 2009” (Islamic Finance Asia 2010), and a multi-billion ringgit Musyarakah facility by the State Pension fund in favour of the Government of Malaysia’s strategic investment corporation, which was named one of “The Top Deals of Year 2008 in Asia” (Asian Counsel 2009).
